Roofing in Des Moines, Iowa
Des Moines homeowners have a timely change to plan around: the city's reroofing permit rule changes on January 1, 2027. This page summarizes it and links everything else you need before hiring a roofer.
Roof permits in Des Moines
Big change for 2027. The City of Des Moines' Ordinance No. 16,568 adds to the city's building permit section: "Beginning January 1, 2027 replacement of roof coverings will require a building permit." Until then, the city's Residential Asphalt Shingle Requirements sheet says reroofing does not require a building permit unless sheathing or rafters are repaired or replaced. The city's sheet also says a roof recover is not allowed if the house already has two or more layers.
Our full Des Moines roof replacement guide covers the shingle code basics, including ice barrier and flashing.
Permit rules change, so treat this as a starting point and confirm with the city. Iowa's Attorney General advises caution if a contractor avoids discussing permits or inspections.
After a hail or wind storm
Des Moines is served by the NWS Des Moines office of the National Weather Service, which issues local warnings and storm reports. To see past hail and wind reports for your county, search NOAA's Storm Events Database.
After a storm, the Iowa Insurance Division suggests inspecting damage only when it is safe, taking photos, making temporary repairs such as tarping to prevent more damage, and contacting your insurance company. Be careful with door-to-door crews: the Iowa Attorney General's storm-chaser warning urges homeowners to get multiple estimates, check a contractor's reputation before signing or paying, and avoid large up-front payments. See our guides to hail damage claims and storm-chaser roofers.
Winter: ice dams
Iowa winters can cause ice dams along roof edges, which can push meltwater under shingles. The usual fix is inside the attic: air sealing, insulation and ventilation. Our ice dam guide explains the causes and safe steps.
Check a roofer's Iowa registration
Iowa's Department of Inspections, Appeals, and Licensing requires construction contractors, including roofers, who earn at least $2,000 a year from construction to register with the state. Ask for the registration number and look it up in the state contractor registration search. Our guide to choosing a roofer has the full checklist.
